A plan always belongs to your 1kr account and works on all your phones. Where you manage it depends on where you bought it:

Don't buy the same plan twice. If you already pay on one side, you don't need to subscribe on the other. To move from one to the other, cancel the first, and subscribe on the other side when the paid period ends.
1krBlocker and 1krNote for Android have no purchases in the app; their plans are bought on the website.
